摘要

In Japan, which suffered catastrophic damage by the Great East Japan Earthquake of March 11, 2011, dams continued to function without damage and made various contributions. These included: providing extra electric power through innovative dam operations in the Tohoku and Kanto regions which faced serious power shortages, using new sources to supply water to the disaster region, and through carefully planned dam operations, helping to deal with the devastation downstream of the rivers. Thus, the dams provided various additional functions not among their original purposes, serving as fundamental infrastructure to assist the recovery and reconstruction of the disaster regions. By introducing these contributions, this paper shows the effectiveness of dams in an emergency and demonstrates the need to manage dams in future crises.
