摘要

This paper proposes a new framework to address the complexity of the next generation air transportation system (NextGen). A combination of systems thinking, systems engineering based on operational perspectives, and complexity science methods are integrated to provide a Systemic-Operational-Phenomenological (SOP) framework. Application of this framework to Trajectory Based Operations, Traffic Flow Management, and Best Equipped Best Served scenarios is investigated. Implications to research, modeling and simulation, safety, and metrics are discussed. A possible air traffic ontology based on the SOP framework is introduced.
