The channel repacking of the UHF broadcastspectrum after the incentive auction raises a number oftechnical and logistical questions. Uncertainty surroundingand final channel allocations, the transition timing and thecapacity of industry and tower crews have all been raised asareas of concern, particularly in relation to the engineering,supply and installation of the RF equipment. In addition, ithas been noted that in order to maximize the capacity andflexibility of the broadcast spectrum, a new transmissionstandard is likely to be adopted at a future date. Dependingon the technologies incorporated into the new transmissionstandard, another round of RF equipment changes may berequired in order to realize the full capacity potential. Thispaper asks the question: Is it possible to build enoughflexibility into the RF equipment now, in order to reduce orovercome the potential impact of these unknowns?
