At present, China's binary system barriers lead to inequality between urban and rural areas and land mismatch between supply and demand. Land urbanization proceeds faster than the population urbanization. Citizenization of migrant-workers is obstructed and assets gap is huge between urban and rural areas. This article indicates that equality of people and land between rural and urban area can be realized through institutional reform, free flow of the population, and free land transfer. Through the mechanism innovation, in line with the new type of laws of urbanization and land space planning, it is able to establish dynamic mechanisms and paths, constructed on a core of "migration of the stream of people and money".
