Volatile Organic Compounds (VOC) are precursors of ozone and reducing VOC emissions from major stationary emission sources in the South Coast Air Basin is an effective strategy to help the Basin attain the National Ambient Air Quality Standards (NAAQS) for ozone. On December 21, 2001, after conducting a comprehensive study and analysis of Best Available Retrofit Control Technologies (BARCT), the South Coast Air Quality Management District (SCAQMD) adopted Rule 1178 - Further Reductions of VOC Emissions from Storage Tanks at Petroleum Facilities. Rule 1178 requires petroleum facilities with annual emissions higher than twenty tons of VOC to install available control technologies and reduce VOC emissions from petroleum storage tanks. Rule 1178 affected eleven refineries and thirty non-refinery facilities. The non-refinery facilities consisted of oil and gas production facilities, special warehousing and storage operations, refined petroleum pipelines, and petroleum bulk stations and terminals. This paper discusses technologies used to reduce VOC emissions from external floating roof tanks, internal floating roof tanks, and fixed roof tanks by using controls such as domes, upgraded rim seal and gasket systems on guidepoles and fittings; and vapor-tight pressure-vacuum vents. The cost-effectiveness of Rule 1178 was estimated to be below $15,000 per ton of VOC reduced. This paper provides an overview of the BARCT analysis, the 2001 rule development process and the up-to-date implementation at the South Coast Air Basin refineries, as well as at some other refineries across the United States. It describes the improvement of control technologies for petroleum storage tanks within the last decade. Most importantly, the paper highlights the many benefits that facilities can garner by installing VOC control technologies for petroleum storage tanks and the impact of Rule 1178 on the regulatory requirements in other states, especially those states that have not reached the NAAQS for ozone.
