摘要

As the economic globalization and the fast development of the service, for most software enterprises in China, how to improve the software value chain participation and participation levels are vertical and critical to the success of software outsourcing. This article does research using empirical research method. Hypothesizes on the relationship between the ability of marketing, the project management, personnel structure and the competence promotion are formed on the basis of literature review and theoretical analysis. Hypothesizes are tested by statistical methods of ANOVA, Regression Analysis and so on. The article concludes that during Pioneering Period, the ability of marketing and the project management has a significant positive effect on competence promotion. The personnel structure is less contributive. However, a reasonable allocation of human resources will reduce the obstacles induced by language and cultural background, and improve the efficiency of cooperation for undertaking outsourcing business.
