Land resource is the foundation for the subsistence and development of human beings. With the constant development of economy and the continuous increase of population, the contradiction between land supply and demand becomes more and more acute in Linyi. Building a resource-saving and environment-friendly society is put forward as a result of continuous exploration and practice. According to the requirement of two-oriented society, the evaluation index system of the urban land use efficiency is established which includes the benefits of social, economic and environmental. The method of principal component analysis is used to evaluate the urban land use efficiency of Linyi during 2007-2012. The results show that the land intensive utilization level increased year by year, but the overall level is relatively low, leaving still quite a distance away from the requirements of two-oriented society. In order to improve the land use efficiency, the following suggestions are put forward: playing the role of market resources allocation fully, strengthening land planning regulation and establishing intensive land utilization evaluation system.
