The EU Energy Efficiency Directive (EED) sets up an energyefficiency obligation (EEO) scheme under which a savings targetis defined as, at least, 1.5 % of the annual sales of energyto final customers, averaged over the three-years period from2010 to 2012. Portugal has some years of experience of involvingelectric utilities in the promotion of demand-side energyefficiency. Since 2007 a voluntary mechanism, Demand-SideEfficiency Promotion Plan (PPEC), that invites the participationof utilities, as well as other entities, for the promotion ofenergy efficiency in consumption, has been in place. Underthis mechanism, utilities are invited to submit proposals ofmeasures that should contribute to the reduction of electricityconsumption. The proposed measures are evaluated and themost promising, according to a set of criteria, are selected tobe financed with funds raised from all electric energy ratepayers.More recently a 20 % contribution of the promoter and/orcustomer was imposed to the implementation costs of thosemeasures. In the 2013/2014 PPEC edition, utilities proposedmeasures that should contribute annually to 154 GWh ofavoided consumption. The avoided annual consumption of theselected measures was estimated to be around 117 GWh. Bothfigures are far from the 760 GWh that results from the 1.5 %target set by the EED, without considering any of the exceptionsallowed in the Directive. However, during the lifetime ofthe Plan, proposals made by utilities reached values not so farfrom the Directive targets, which suggest that utilities mightbe ready to participate in an EEO scheme. Additionally, thefunds collected from tariffs to invest in the PPEC mechanismare limited. In the paper, the Portuguese PPEC is presentedand the participation of electric utilities is highlighted. Basedon PPEC results, a mandatory involvement could actually bea more effective way of getting utilities involved in energy efficiencypromotion in Portugal.
