Low-rent housing system is an important part of the social guarantee systems and it is not only a matter of competitiveness and regional economic development, but also relates to social stability and harmony. The implementation of China's low-rent housing system is inevitably faced with many problems. In this paper, the authors point out the problems in the implementation of China's low-rent housing system and then use a "filtering model" to identify those problems and offer a set suggestions, including building a rational, multi-level housing system, establishing personal credit system and an exit mechanism, and so on. The paper's aim is to promote the construction and development of China's low-rent housing system.
