Probability-1 homotopy algorithms are seldom taught in standard numerical analysis classes, and, with a few exceptions, their utility in target track initiation has been largely over-looked. This paper demonstrates how such methods can be used for unbiased measurement conversion and initial target-state estimation in difficult scenarios involving non-simultaneous measurements when combined with cubature integration techniques. Scenarios considered are range-only and time-delay-of-arrival-only measurements as well as surface-wave time-delay-of-arrival-only measurements.
