Creative Approach to Dam Breach Sediment Management

The lack of any low level outlet at the Ingham Springs Dam would have presented a significant challenge in control of water required for the construction of most rehabilitation measures. It presented equal challenges when dam removal became the selected alternative to addressing the 140-year-old earth dam's deficiencies. Significant sediment had accumulated in the impoundment over the course of the dam's history, but the cost of pre-breach dredging would be prohibitive. An "in-stream management" approach was also deemed as undesirable, so a hybrid sediment management plan was developed to limit the release of sediment from the reservoir as new stream channels were cut by the steady flow from the upstream spring. The work was sequenced to allow breach excavation to proceed while a sediment trap was formed at the downstream end of the breach to capture the sediment mobilized by channel-forming erosion. This approach allowed for timely regulatory approvals, reduced project schedule and cost and limited the risk for undesired downstream impacts.
