This paper describes a clutter model that simulates spatially and temporally correlated coherent radar returns from the sea. Range-Doppler maps are generated to compare a homogeneous clutter model with this sea clutter model to illustrate the advantages that coherent processing could provide with respect to detecting small targets in a maritime environment.
