Making Way for the Ho Chi Minh City Subway While Avoiding Suspension of Financial District Activities by Use of Triple Plugging and Bypasses
Ho Chi Min City, the largest city and economic hub of Vietnam, has been growing at a rate that, among other things, has created traffic congestion that brings traffic flow in some sectors of the city to a virtual halt during peak demand hours. For this reason the City Council, with the goal of improving environmental and economic conditions, is building a subway system as part of its plan to promote sustainable and safe modes of transport. In order to accomplish this improvement it was necessary to relocate a 48 inch diameter water transmission line in the main financial district of the city to enable subway construction. This paper will discuss meeting the challenges of performing a triple plugging and bypass operation for the relocation of the 48 inch transmission line, while avoiding shutting down the city's financial district, thereby contributing to the completion of the transportation improvement plan. The challenges, among others, included: organizing, planning and controlling the project; managing and executing operations across a global organization while interfacing with a complex owner organization in order to successfully implement and perform the tapping and plugging procedure.
