Growing Along Successfully: Benchmarking Performance at the Rapidly-Growing North Texas Municipal Water District

The North Texas Municipal Water District (NTMWD or the "District") in the Dallas Metro region of Texas has grown at an explosive rate since its creation in the early 1950s. It has expanded from a drinking water supplier with fewer than 50 employees producing about 20 million gallons per day (MGD) to a wholesale water, wastewater and solid waste provider for over 1.6 million people across an area the size of Delaware. NTMWD's diverse staff now numbers over 750 with water production capacity topping 800 MGD. Over most of the District's existence, two Executive Directors have led the organization. Together, they provided direction for a combined 45 years. They were known for their highly-centralized management style and their focus on keeping rates low and maintaining basic, no frills services. These approaches permeated the organization, establishing a distinct culture. A new Executive Director, a retired Army General, has brought passion and vast experience leading and managing. He has moved the organization to become more outward-focused and dynamic by increasing responsibility and accountability at the lower levels of the organization, creating and filling key leadership positions with outside people, opening additional channels of communications with member jurisdictions, and by implementing the organization's first Strategic Plan and initiating an organizational assessment. These actions are helping NTMWD achieve higher performance and brining about significant culture change. They provide a framework to move forward deliberately to address the challenges of the future such as water scarcity, population growth, extreme weather and rate stability.
