The majority of the 15 coal fired power stations operated by Eskom, South Africa's power utility, are cooled by means of natural draft wet cooling towers. In these cooling towers asbestos cement is used as material for the fill packing and water distribution piping. Eskom has committed to phase out all asbestos material in next few years, which will greatly impact the operation of a significant amount of cooling towers built with asbestos materials. The question arises as to what materials and fill types are best suited to replace the asbestos cement fill which will have adequate, but also sustained thermal performance given the cooling water chemistry at these power stations. Presently fill performance characteristics are provided by the fill manufacturer, which is generally tested in-house, in proprietary test facilities. This makes comparison between fills from different suppliers difficult. Furthermore, there is limited published information available regarding the testing standards of cooling tower fill media and the effect of test facility design / configurations. The counter flow fill test facility at the Department of Mechanical and Mechatronic Engineering of Stellenbosch University, South Africa, is a well-known independent test facility. The fill test facility has been used for research and commercial testing, including various fill performance tests for Eskom, since 1988. The paper will focus on the development of Eskom's new standardized fill test facility with which various fill materials can be tested and compared, using the Stellenbosch University test facility as a basis. Details regarding the fill performance testing methodology, using the Merkel theory as analysis basis, for the standardized test facility are also presented. Finally, the test results of a reference fill are presented in terms of the air-side pressure drop and thermal performance as obtained from tests performed in both test facilities.
