摘要

The US Navy's Submarine Escape and Rescue (SER) program supports US and foreign submarine services, providing needed capability to rescue sailors in the event of a distressed submarine (DISSUB) as demonstrated in support of the loss of the Argentinian submarine ARA SAN JUAN in November 2017. The Submarine Rescue System (SRS), to include the Launch and Recovery System (LARS), is a fly-away system transported via a combination of C5's and C17's. The equipment, housed at the operational command at Naval Air Station (NAS) North Island in San Diego, CA, is capable of being mobilized for air transport world-wide within four hours once requested. The goal is for installation onboard a Vessel of Opportunity (VOO) for transit from the rescue port to the rescue site within twenty-four hours of notification. This paper is to describe the unique challenges associated with submarine rescue to a depth of 2000 feet of sea water (fsw) and conducting associated launch and recovery operations while mobilized onboard a VOO. It will also highlight some lessons learned during the ARA SAN JUAN incident in November 2017 where the USN responded to the loss of the ARA SAN JUAN off of the coast of the Falkland Islands in southern Argentina.
