摘要

The US Resiliency Council was launched in early 2016 to establish and implement meaningful rating systems that describe the performance of buildings during earthquakes and other natural hazard events. The vision is that it will play a similar role for resilient design that USGBC performs for sustainable design. The USRC is a non-profit organization that works to enhance the communication of building performance to our clients and the public. The USRC has awarded 65 building ratings to date. It is on track to issue its 100th rating early next year, six years after the rating system was launched. As a comparison it took the USGBC 12 years to issue its 100th LEED Rating. This includes four unreinforced masonry buildings in Portland, Oregon that underwent full seismic upgrades and received USRC Silver Ratings. The USRC is officially an accepted methodology within the USGBC RELi standard. The USRC is currently working with architects and the resilience director of the AIA to promote USRC ratings as part of RELi and LEED accreditation. The USRC and iMod Structures, a start-up producer of resilient modular classrooms has created a partnership and USRC has awarded iMod a Platinum Rating for its building system, which began installation throughout California in 2020. New initiatives include partnering with Fannie Mae, Enterprise Community Partners, and Partner Engineering and Science on an initiative to establish a Resilience Mortgage discount for multifamily housing that meets USRC Gold criteria. We have completed the Getting-to-Silver Initiative, which permits owners of most regular buildings built to the 2000 IBC or later to receive automatic Silver Ratings, with the inclusion of a business occupancy resumption type program. We have completed the Safe-at-Home Initiative, which will designate buildings that meet the SPUR Safe Enough to Stay requirements and receive a USRC Silver Rating as Safe-at-Home Facilities.
