摘要

Public-private-partnership (PPP) mode is widely applied in China, forming a win-win mechanism of cooperation between government and social capital in infrastructures, public projects and services. However, the execution of PPP projects needs to be further standardized by improving the policy system of PPP and strengthening the implementation of policies and regulations. In order to evaluate and optimize the current PPP policy system, this study conducted text analysis of 458 policy documents on the basis of a two-layer and multi-level coding framework. Results show that there are structural and functional constraints in the PPP policy system in China. Finally, this paper proposed a series of suggestions for policy system to be optimized during different life-cycle stages of PPP projects. This original research provides a paradigm for systematically analyzing the policy system in PPP projects.
