Brushless DC (BLDC) motors are widely used as the main component of electric scooter because of its advantages. Reliability of its application on electric scooter should be concerned. The faults amongst of its winding could affect the operation of it and bring to severe damage. This paper dealt with the designing of diagnostic tool for BLDC motor using surge test and its application. BLDC was tested using surge voltage that applied to its winding for every phase. Every windings for each phase in BLDC was emulated of specific fault. The surge voltage wave that appears will compared for each inter-turn fault, phase fault, and parallel fault. To analyze the result of the test, Error Area Ratio used to measure percentage error for every surge wave and analyze of every fault condition in BLDC. From this experiment using surge voltage test, it found that the surge voltage test could classify the difference either normal winding and fault in BLDC. The result, EAR percentage of normal winding in BLDC motor is below 10% and the fault winding is greater than 10%.
