The whole process cost controlling is a new management model which is recently rising in the engineering consulting. This paper analyzes the status and problems of the whole process cost controlling in engineering consulting. It described the cost control of the whole engineering consulting. And it established an index system of advisory service evaluation, and determined the weight vector to Evaluation and constructed Comprehensive evaluation model. It research Appraisal Methods of the whole process of project cost control consulting firm.
