This manuscript is a summary of a report Raftelis prepared for Ceres, which is a non-profit driving sustainable investing. The report sought to provide an independent assessment of credit rating agency integration of water supply risks in ratings of American municipal drinking water utilities. The primary purposes of this research project were to assist Ceres in assessing how credit rating agency methodologies for the U.S. municipal water sector changed over the past decade with respect to key water supply risk factors, assess the extent to which water supply risk factors are cited more frequently now than in the past in connection with credit ratings, downgrades, negative outlooks and watches, and to assess whether credit rating agencies have become more explicit in referencing key water supply risks for water utility issuers over this timeframe.
