摘要

The Type Certificate of an aircraft certifies the aircraft with all equipment in operative condition. MMEL is an efficient and reliable tool for rapid determination of whether the aircraft can be dispatched without endangering the safe flight and landing. The MMEL is developed in parallel to the preparation of Type Certificate. However, the MMEL is not required for the issuance of the Type Certificate and can be considered as an approved deviation of the aircraft Type Certificate. This study is aiming to answer questions such as why MMEL is required and how and MMEL is developed. Also brief information about the MMEL regulations, the importance of MMEL to ensure safe dispatch with inoperative item(s) and some simple examples regarding MMEL applications are provided.
