A Standardization Work Programme for 'Learning and Training Technologies Educational Multimedia Software'

A report has been prepared by an appointed Project Team, within the CEN/ISSS Learning Technologies Workshop, in response to a EU and EFTA Mandate M-280 in the field of Standardization of Learning Technologies. This report has now been accepted as a CEN Workshop Agreement, CWA. The CWA makes 12 recommendations for European standardization activity, these are briefly described below. The CWA identifies requirements for standards-related activities in relation to Learning Technologies and includes recommendations for the consideration of the European Commission, EFTA and Member States on future work requirements, the resources needed, and the organizations that should carry out the work. Reference is made to other international or regional standards-related activities. The CWA is strongly related to the eEurope initiative that was launched by the European Commission in December 1999 with the objective to bring Europe on-line. At the extraordinary Lisbon Summit of March 2000, Heads of State and Government committed their selves to progress and refine the initiative. The provision of high quality multimedia learning materials is crucial to the success of these actions. But such products are expensive to produce, making reusability a key requirement. There are other requirements, such as multilinguality, compatibility, and interoperability. Open standards are essential to ensure an environment where these requirements can be met.
