In the case of artificial radioactive nuclides, the dose criteria of exemption and clearance that require no more endeavor for optimization are of the order of 0.01 mSv/year [1], On the other hand, the application of such a low dose criterion to naturally occurring radioactive material (NORM) is not practicable. Recently, there have been some reports proposing to set the dose criterion for NORM to the order of 0.3 or 1 mSv/year, which are higher than that for artificial nuclides [2].
