While the electric power industry in California has been significantly changed by electric power generation deregulation, deregulation hasn't changed the earthquake hazard of California's second largest electric utility, Southern California Edison (Edison). Deregulation was prompted by pressures to reduce prices of electric service in the California market. As a consequence, there are pressures to lower the cost of providing that service. Reduction of personnel, reduction of capital investment, and reduction of natural hazard risk mitigation efforts could all be strategies for lowering the cost of providing electrical service. Within this framework arises the concern that service reliability may also diminish. This paper reviews the earthquake risk mitigation programs that have occurred at Edison since deregulation and comments on the changing earthquake risk that Edison faces.
