Perhaps the hottest National Council on Radiation Protection and Measurements (NCRP) topic is that Dr. Thomas S. Tenforde is the new NCRP president so, as you may know, I am presenting this paper as NCRP President Emeritus with Dr. Tenforde's concurrence. Since the theme of today's program is "Homeland Security," a short summary of the important issues in NCRP Report No. 138, Management of Terrorist Events Involving Radioactive Material, is in order. I understand that this Report and its contents may be discussed later in the conference so I will limit my remarks to a few of my favorite issues. As you are hopefully aware the release of NCRP reports has been and will continue to be prodigious. A listing of those that are expected and those possible for release in 2002 together with a brief discussion will perhaps whet your appetite and demonstrate the wide range of important topics the Council embraces. The last issue deals with a current controversy within the Council; the design criteria for medical installations using x-ray and gamma-ray sources. Many in the medical physics community believe that 1 mSv (100 mrem) y~(-1) is acceptable. However, that criteria belies the requirement for optimization (ALARA) and fails to recognize that an individual member of the public may be exposed to more than one source of exposure. A short review of the development of dose limits for the public will focus attention on the issue.
