Device manufacturers are looking for "experienced" ser-vice providers to support their decommissioning and reloca-tion projects. Unfortunately, too many people feel that if a vendor does something once, it is experienced and therefore it is qualified. How many manufacturers really know what qualifies a vendor to provide decommissioning, decontamina-tion, and relocation services in a safe and economic manner with minimum liability or risk? A SEMI International Stan-dards task force recently examined the critical issues involved with decommissioning and decontamination projects. Over 150 industry representatives from more than 75 device manu-facturers, original equipment manufacturers (OEMs) and spe-cialized service providers participated in this project. Their experiences, both good and bad, were collected in the form of 375 personal concerns. These concerns were used by the task force to identify 24 key issues that should be addressed in any decommissioning or decontamination project. Of par-ticular interest was the finding that few OEMs, and fewer fab personnel, have an understanding of the proper methods and extent of tool or facility decontamination that may be re-quired. This paper will examine the important differences between choosing an "experienced" or "qualified" vendor. It will also introduce a simple methodology that can be used to identify the "most qualified" vendor for a specific decom-missioning and/or conversion project.
