It is now recognised that Complex Societal Problems, such as waste management, require an interdisciplinary and multidisciplinary approach to reaching a decision that is acceptable to all stakeholders. Complex Societal Problems is a branch of operational research field that is still in its infancy. In real life, complex problems are not handled optimally, as decision makers tend to jump directly to discussing solutions without sufficiently analysing the problem. In recognition of this, a number of methods and tools, using a variety of modelling systems, have been developed to help decision makers overcome these problems and to make better decisions. An overview of some of the tools used in making waste management decisions is included in this paper. The remainder of the paper demonstrates how two, well established, public domain standard methodologies, IDEFO and SSADM, can be used as decision support tools, depending on requirements. The advantages of using these methodologies are also described which includes ensuring that the decision support tool is robust and consistent with no duplication or ambiguity and allows the activities in the decision support tool to be represented at the micro level.
