Creation of an appropriate readiness to foil potential terrorist threats tops the mission assignment for the Department of Homeland Security. Chemical threats are often given a lower priority compared to nuclear and biological threats when deployment of chemical agents is the sole chemical threat considered. However, locally available chemicals have provided the means for virtually all recent terrorist incidents. Large quantities of toxic industrial chemicals (TICs) are widely distributed throughout the United States. The latest Toxic Release Inventory reported 1.68 billion pounds of total air emission of over 600 chemicals by 24,896 facilities. Lax security of stored chemicals has been demonstrated at many facilities. Coupled with the terrorist’s preference to travel light and utilize locally available materials makes instrumentation for the detection of airborne TICs a vital necessity. Present sensors are point sensors, which require physical contact with the chemical gas species and provide coverage only in the immediate vicinity of the sensor. The very large number of potential sites, broad areas to be covered and extended fencelines make point sensor instrumentation uneconomic. Standoff or remote sensors can monitor large areas while keeping personnel and instrumentation from exposure to the contaminating cloud. Open-path Fourier Transform InfraRed (OP-FTIR) sensors provide standoff detection, perimeter protection and broad area coverage with near real time speciated concentration results for more than 100 TICs and Hazardous Air Pollutants (HAPs). Coupled with Radial Plume Mapping, OP-FTIR instrumentation will quantify concentrations with detection limits less than 50 ppb, project transport of the chemical plume and thereby provide protection for critical infrastructure such as, shipping ports, airports, subways, and other transportation hubs as well as chemical plants and storage facilities.
