In 2003, National Hydrocarbons Agency (ANH) was created as part of the pro-business reforms in the oil and gas sector. Ecopetrol kept E&P activities, transport, refinement and hydrocarbon commercialization; in other words, to work exclusively in the hydrocarbon business at all stages of the chain and competing on equal terms with other companies in the sector. By separating his dual role as regulator and oil company, Ecopetrol's competitiveness increased significantly. ANH assumed the role of administrator and regulator of hydrocarbon resources. Since its creation, the ANH has crafted regulations and awarded contracts on the basis of market dynamics, developing Colombia into one of Latin America's most diverse and performing oil industry.
