In this paper, the proposed collaboration between AMSAT and Virginia Tech has been discussed. Relevant background on the Phase 3 AMSAT program was presented. An orbital analysis regarding the Av required to maneuver from a 12-hour Molniya orbit to a 6-hour orbit was also presented. For a sample mission profile of P3E, less than 500 m/s Av were required to maintain the satellite in a 6 hour orbit over 2 years. Finally, aspects of the attitude control for the satellite were discussed.
