In the first half of 2014, NASA's Education Office made the decision to no longer fund its Teaching From Space (TFS) Program. At the time TFS was the primary NASA partner and education liaison for ARISS. One of TFS' roles was to lead the school proposal and selection process in the USA. Except for finding ways to fund existing support personnel, the loss of TFS served as an opportunity for AMSAT and the ARRL to take a hard look at our current education proposal process and improve it. As the new process would be done exclusively by ARRL and AMSAT, it significantly reduced the bureaucratic burden that encumbered the ARISS-USA team when TFS led the effort. This was due to the government requirement to get approval from Congress for all education requests for proposals, including ARISS. As part of the new proposal process, the ARISS-USA team identified several ways we could make requests for ARISS contacts more competitive, with more emphasis on educational content, media outreach and with an improved method for meeting the technical aspects for conducting a contact.
