Following the increase in the number of organisations building and launchingsatellites operating on frequencies allocated to the amateur-satellite service, variousattempts were made to introduce a coordination system. This led to the appointmentof the IARU Satellite Adviser who is responsible to the IARU Administrative Counciland charged with the task to work closely with AMSAT and other organisations toprovide a coordination facility and a link to the IARU.Various processes were followed, including the appointment of a SatelliteFrequency Coordinator who reported to the IARU Satellite Adviser. This did notwork too well as a single person was not always able to take a world view. Inaddition, the volume of work had grown well beyond the ability of two volunteers tohandle it.
