Historically, (British) Government policy affecting animals has been anthropocentric. By the mid-nineteenth century, the Government recognised that it had social responsibility for kept animals. Legislation was enacted and extended that shifted the focus from unacceptable actions by the perpetrator to unacceptable outcomes for the animal; a change that accounted for the animal's feelings. However, it was 150 years before animals were legally recognised as sentient by the European Community. It is often the differing values placed on animals that can lead to policy issues developing into wicked problems, such as bovine tuberculosis. Current Government policy assesses the potential impacts of policy change on a wide range of stakeholders, including animals, but the benefits to humans are the priority. The ideal is that Government policy benefits all; however, the reality is that there may be adverse consequences for some animals. Whilst society at large can take on responsibility towards animals, regulation is needed to guard and protect them. The Farm Animal Welfare Committee (FAWC) has suggested that society should aspire to give (farm) animals a good life. Whether Government policy can achieve such moral progress whilst fulfilling the needs of its other stakeholders remains an open question.
