A SAR(Synthetic Aperture Radar) is an active sensor to observe the earth regardless of weather, day or night and its data can be utilized in the area of hydrology, agriculture, ocean, soil and so on using backscattering characteristics from surface. The SAR image is orthorectified from raw data generated SAR parameter of PRF(Pulse Repetition Frequency), platform altitude, operational frequency, chirp badnwidth etc. SAR image quality can be analyzed by IRF(Impulse Response Function). In the IRF simulated SAR parameter, however, IRF is not considered to observation environment. For analyzing the characteristics of SAR image, observation environment have to be applied to IRF. In water management, particularly, it is important to realize the characteristics of water area for preparing disaster of flood, drought etc in water management. Before occurring the event, the characteristics of observation area have to be investigated in water area. In this paper, raw data is generated by SAR parameter and the IRF of SAR image is implemented RDA(Range-Doppler Algorithm). The real environment of dam watershed is extracted to SAR image, the IRF is applied in the real environment of dam watershed. The correctness of characteristics analysis is improved by zooming and interpolation method and its characteristics is analyzed.
