摘要

On the basis of balanced scorecard (BSC) and a preview of literatures concerning about evaluation on scientific efficiency, this paper selected necessary indicators, screening and weighting them according to a questionnaire survey on experts.Determined the basic point and standard point for every indicator by using the relationship of national scientific input-output data from Statistical Yearbook and constructed a new evaluation system for scientific efficiency.In order to verify whether the system is reasonable, SPSS software was applied to judge the reliability and construct validity and the content validity was tested by interviewing the insiders from enterprises and the empirical studies contained data from thirty-one provinces and two enterprises.The result shows that the proposed system matched the reality, and suggestion is proposed in the end.
