On the basis of illustrating the impacts of flooding of Three-Gorges Project on Zigui County and some principles about developing migration strategiejs, in this paper, the roels of gographical information syste (GIS) is dissected and then the design and development of Migration Information System is discussed, including its objectives, structure, functions, developing processes, etc. And a case on selecint gresettlement areas for agricltural migration is mentioned. In the end of this paper, the status and deficiency of the system is pointed out.
