Load transfer is an important method for congestion management in high-voltage distribution network. Functional units were proposed to express the topological structure of high-voltage distribution network (HVDN) in this paper. In addition, three types of logic constraints of functional units including sequence, mutual exclusion and orientation were established to facilitate minimal transfer, load curtailment and balancing with variables of transfer units instead of traditional switch status. The proposed model was verified using the practical HVDN of an urban power system in China. Simulation result shows that the proposed models can be efficiently solved by commercial software.
