摘要

The idea developed in the St. Petersburg conference - to develop an ICM programme for Central and Eastern Europe and the New Independent States, to provide support for local authorities and to ensure access to information systems relevant to the application of ICM ― is becoming a reality. It was recognised early on that there would be no large-scale programme comprised of a multitude of projects identical to that of the EU. No financial institute was prepared to make the necessary investments. Any programme of ICM projects would have to grow together out of national initiatives being conducted and those planned for the future. However, it has been possible to begin the process of supplying relevant ICM information systems to underpin the implementation of national ICM projects. CoastLearn is a project where western expertise, including lessons learned from the EU demonstration programme, is being directly channelled to the needs of the CEE/NIS countries. Rather than relying on expensive, western ICM teaching systems that have been developed by, and for, western Europe and the USA, CoastLearn is uniquely joining eastern European partners to their western counterparts. In the project, the eastern European partners are identifying what it is they need and then testing it to see if the product, produced by the western partners, actually meets their needs. Furthermore, translation of the product will ensure that it can be used by the practitioners who need to do so. Once on the internet, the product is available for everyone and those still without internet can use a CD Rom version.
