How American Federal Energy Subsidies Hinder Development of Geothermal and Other Renewable Energy: Lessons for Other Countries and Their Policies on Climate Change

Geothermal technology has improved for power production and for direct use, including for space heating and water heating. Geothermal energy has less environmental impacts than fossil and nuclear energy. Most geothermal power plants release very little greenhouse gas. Most of the world's nations have agreed to the 2015 Paris Agreement on Climate Change. Yet, policies of many nations on energy subsidies undercut their efforts to reduce greenhouse gasses. Despite the benefits which geothermal and other renewable energy provide, American federal support has been much greater for fossil and nuclear energy than for renewable energy. Important incentives for renewable energy are being reduced and eliminated entirely. In contrast, federal fossil fuel subsidies have no sunset dates and will continue indefinitely. This paper will discuss the impact of the unequal treatment of geothermal and other renewable energy compared to fossil and nuclear energy. This paper will also discuss how current federal policies make it harder for states and local governments to address Climate Change and to achieve greenhouse gas reductions. The paper will recommend changes in federal policy to end this inequitable treatment. Because other countries also offer larger incentives for fossil fuel than for renewable energy, the greenhouse gas reduction efforts of these countries to meet the Paris Agreement are being undermined. These countries should also consider ending fossil fuel subsidies.
