In 1968, several highly publicized bridge collapses occurred, including the Silver Bridge in Mt. Pleasant, WV. The Federal Highway Administration (FHWA) bridge inspection program was mandated as a part of the Federal-Aid Highway Act as a result of these bridge failures. This act required that the National Bridge Inspection Standards (NBIS) be established to require states to identify bridge deficiencies and protect the traveling public. Various modifications to the NBIS were made over the next two decades, including the Surface Transportation and Uniform Relocation Assistance Act of 1987, which required states to perform underwater bridge inspections at intervals not to exceed 60 months.
