摘要

This paper puts forward that the powerful innovation incentive system is the fundamental guarantee to strengthening the independent innovation capacity. In recent years, China has started to introduce and implement innovation incentive policy. But as a whole, it is still at primary phase, and there is an obvious gap between our country and the developed countries. This article adopts the system approach to construct the independent innovation incentive system and informal social culture incentive system. Then it concludes that provide a powerful force source to improve the ability of independent innovation.
