摘要

The term" electronic-services" or as it was renamed e-services have become recently more interested by even the ordinary people. Assessing its levels is considered to be an important criteria for estimating the e-performance of all types and levels of organizations and then to rearrange all countries over the world into such a hierarchy measure or reasonable map showing their economical , scientific , and development ranks among others. Reaching to the maturity stage of e-services model however, means improving its quality and developing its delivery manner and moreover, converging to more people of community. The aim of this study is to evaluate the Iraqi experience in terms of e-services trying to assess its stage in the shadow of the maturity model along with its type and to identify the challenges that face its way toward achieving its goals. Moreover this study suggested some solutions to decrease the effects of its challenges and to improve the Ministry of Science and Technology (the sponsor of e-Government project) performance technically and economically. Most of the Information, figures , and facts have been gained from the printed lectures that have been offered through the Iraqi e-government training of trainers courses by UNIP specialized experts which have been held in Jordon on 2011.Those lectures have been very useful documents and was a good source of evaluating criteria supporting our assessment.
