This paper will describe the essential elements needed for an environmental enforcement program to combat illegal dumping within a community. It will outline the major issues that need to be considered, and describe several, logical steps to take to set up and administer a program. It will also describe some of the resources that are available to assist in establishing programs to combat illegal dumping. In addition, this paper will provide some specific case study examples of how government entities have developed new and creative ideas to combat illegal dumping.
