Improve Investment and Financing Environments for International Engineering to Boost Healthy Development of Chinese International Engineering Industry

Along with the development of the national economy and technologies, China's international engineering industry has gradually gone ahead from the labor-intensive pattern to the technology-intensive mode. It has begun participating in the international engineering investment and financing business in conformity with the international engineering development trends and China's "going out" strategy. However, affected by imperfect policies, laws and regulations and nonstandard project evaluation systems, China's investment and financing businesses and financial institutions make overlapped evaluations of projects with different conclusions. It gives rise to heavy investment in the first stage of the projects, wastes a lot of time, and makes it hard for businesses to raise bank loans. In some cases, it damages the credibility of the country and develops into a bottleneck restricting the development of China's international engineering industry. In this article, we focus on the capacities of China's current investment and financing businesses, their system flaws, and the concepts and management modes of financial institutions that clash with international engineering development and, in turn, make it hard for the Chinese international engineering industry to attract investment and bank loans. On this account, with a view to accelerate the healthy development of the Chinese international engineering industry, we propose to designate corresponding institutions to establish standard project evaluation parameters and project evaluation standard methods in allusion to different countries, regions and industries. The evaluation methods must integrate China's project financial evaluation and economic evaluation methods and take into account influences of indirect benefits in the analysis of investment benefits. Meanwhile, we discuss how to encourage powerful and credible Chinese project consulting companies to go global and turn themselves into professional agencies evaluating the country's large-scale overseas investment and financing projects. To maximize investment and financing effects, we also discuss, in the course of constructing the investment arid financing risk evaluation and risk control and prevention systems, how to borrow international advanced project managrment theories and methods and improve the system supervising the whole process of investment and fina icing, so as to promote the healthy development of the Chinese international engineering industry.
