The unprecedented growth in our cities and suburbs over the last 25 years has outpaced the expansion of hte suporting infrastructure. The ability to expand the transportation infrastructure to meet the ever increasing travel demands of the public has been and continues to be a major challenge of the latter part of the 20th century. Compounding the problem are increasing capital costs, decreasing public funds, and community opposition to the expansion of highways through developed corridors.
