POTENTIAL FAILURE MODES FOR FLOOD CONTROL DAMS IN THEDESERT SOUTHWEST

Flood control dams in the semi-arid southwestern U.S. are subject to distinctive failurernmodes that may not be considered for water retention dams in other areas. The potential for pipingrnfailures, for example, is aggravated by several unique crack-forming mechanisms. These includerndesiccation shrinkage cracking of clayey embankment fill materials, differential settlement crackingrncaused by collapse of near-surface foundation soils upon saturation, and deep earth fissures thatrnare caused by regional ground subsidence in areas of excessive groundwater pumping. Otherrnatypical dam safety concerns are associated with the hydrologic setting and the rapidrnencroachment of residential development and infrastructure that has occurred since the structuresrnwere built. Normal operation of the spillways following major storms may inundate floodways inrnnewly developed areas that have not yet experienced significant discharge events. This paperrnreviews the various failure modes that have been identified through Failure Modes and EffectsrnAnalysis (FMEA) conducted by the Flood Control District of Maricopa County, Arizona under theirrndam safety program. Possible remediation measures are identified and are illustrated by specificrnexamples at other dams. These measures could be implemented to reduce risk of structuralrnfailures of arid-region flood control structures. Potential non-structural solutions for mitigating floodrnhazards also are briefly reviewed.
