An On-Going Struggle - Maintaining Training Conscience, Line Ownership, SAT Knowledge and Expert Instructors

An analysis of recent accreditation team visit, plant evaluation and peer review results identified several common performance shortfalls that are compellingly familiar: training is not used to improve station performance, training performance gaps are not identified and corrected, and the SAT process is not fully understood and applied. A review of historical INPO documents reveals these issues are not new. After 36 programs were placed on probation over a 12-month period, a 2005 INPO letter to the industry noted, weaknesses in management oversight and line ownership as common contributors. A 2008 Most Frequent Training Weaknesses document cited, "training is not used effectively to improve worker performance." A 2011 Accreditation Year in Review cited, "weak cumulative knowledge and application of the systematic approach to training" as a frequent shortcoming. As the industry has struggled to overcome these persistent performance problems the economic effects of deregulation, aging of the nuclear workforce, and increasing competition from natural gas have complicated and hindered sustainable improvement. The purpose of this paper and the related presentation is to highlight the current performance issues, retrospectively consider changes in the industry that challenge lasting improvement, and review some of the actions station managers have taken to re-establish and maintain a healthy training conscience, line ownership, strong SAT knowledge and expert instructors.
