Improving Human Performance When Making Emergency Classification Decisions

The introduction of the latest revision of Emergency Classification (EC) procedures has the potential of inserting new human performance traps. With this problem in mind the Institute for Energy Technology (IFE) started looking for a way to support the crews with timely Emergency Action Level (EAL) classifications. We also wanted to reduce the potential for human error during time critical decisions. The EAL Tool was developed to meet a demand to support US nuclear power plant Emergency Planning (EP) departments and control rooms to meet the time limits of classifying an event. This tool is also a strong candidate for training departments. We developed a program by starting with an actual copy of a plant's Emergency Classification procedures. We started by determine how the user would work through the procedure and developed the different entry conditions. We identified the different plant modes and the different event categories that would constitute an entry into the EC procedures. Having the ideal that we wanted a quick system to identify the entry we developed the opening screen for the EAL Tool.
