Evaluating the development potential of large-scale wind power base is of great value in supporting the construction of Global Energy Interconnection (GEl) and meeting global electricity needs by supplying clean energy. This paper analyzes the characteristics of global wind resources and summarized the current status of global key large-scale wind power base. In this paper, considering the factors such as air density, wind speed, topography and temperature conditions, the evaluation models for wind power density, theoretical development, technology development, wind power generation and annual theoretical utilization hours are studied. A case study of large-scale wind power base in northern Russia and Midwestern United States is presented. The analysis shows that the wind energy resources in the northern Russia and Midwestern United States are abundant, and the wind power bases have great potential for development. In the future, it can be regarded as one of the important source power sources for the global energy Internet.
